God has called the Tobers to establish a counseling ministry in Germany to serve outreach workers throughout Europe. It is their desire to provide a place where outreach workers can come to receive spiritual renewal, pastoral encouragement as well as counseling and crisis intervention without having to leave the mission field to which God has called them. Norman is committed to be involved in local ministry as well. He serves in the leadership of CMP (City Mentoring Program). CMP is a Church planting training and mentoring program for Germans. It is very exciting to see that German men and women are increasingly having a heart for the lostness of their own people. CMP comes alongside these people and gives them the training and mentoring that they need.
